OPEC Fund context, results, operations and foundations at a glance
The OPEC Fund Results Framework (OFRF)1 is a set of key performance metrics measuring the OPEC Fund’s theory of change. Structured around four levels, it reflects the OPEC Fund’s mission, strategic objectives, and the inputs, outputs and outcomes that drive development impact
In line with the OPEC Fund’s development mission and mandate, indicators at this level track global and regional development trends that describe the environment in which the OPEC Fund operates, and which informs the OPEC Fund’s strategic orientation toward impact. Level 1 uses composite indicators that provide a comprehensive and holistic view of economic, social, and environmental development challenges relevant to the OPEC Fund’s partner countries.
Indicators at this level present the some of the main aggregable development results achieved by OPEC Fund operations. Level 2 align to strategic and operational priorities and the Sustainable Development Goals (SDGs). Both the most recent year’s results and three-year rolling cumulative values are shown, to address year-on-year variability and ensure a longer-term view of development results achieved.
This level shows the OPEC Fund’s outputs in terms of financing and non-financial support measured against the targets of the OPEC Fund’s Strategic Framework 2030 (SF2030) for total financing, financing for climate action, food security and Africa. This level also tracks catalytic reach through partnerships.
Measures at this level track the effective and efficient use of inputs and institutional systems required to sustain growth and impact. Level 4 indicators focus on delivery capacity and value-for-money, including implementation quality, staffing, diversity, financial efficiency, and disbursement performance, ensuring the OPEC Fund has the strategic enablers needed to deliver development outcomes.
