Annual users or beneficiaries of new or improved transport and logistics infrastructure

Definition

Number of passengers using transportation service over the reporting period (roads, railway, airport, ports). When vehicles are the unit of measurement (such as in average daily traffic on roads), 1.5 average passengers per vehicle are counted unless local traffic studies or statistics provide more precise project-specific estimates. For transportation projects: daily ridership or annual passengers for public transit systems are used. Annual Average Daily Traffic (AADT) is used to estimate the number of vehicles using a road or bridge.

This indicator reflects the aggregate results of all projects completed in the public sector, or those that have reached Early Operation maturity in the private sector. The OFRF presents both the most recent year’s results (for the 12 months leading up to June 30th of the stated year) and three-year rolling cumulative values (for the 3 years leading up to June 30th of the stated year), to address annual data variability and provide a longer-term perspective on development results achieved.

The OPEC Fund supports these outcomes through operations in priority areas as outlined in the Review and Update of OPEC Fund Strategic Framework 2030—specifically Infrastructure Development and Private Sector and Trade—enhancing connectivity, competitiveness, and inclusive growth across partner countries. This indicator aligns with SDG 1 (No Poverty), SDG 2 (Zero Hunger), SDG 3 (Good Health and Well-Being), SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation, and Infrastructure), SDG 10 (Reduced Inequality) and SDG 11 (Sustainable Cities and Communities).
