The OPEC Fund at COP31
UN Climate Change Conference
9–20 November 2026
Antalya, Türkiye
COP31 has been framed as the moment climate ambition translates into action.
As a South-South partner for 50 years, the OPEC Fund is well placed to help deliver that promise. More than 40 percent of our new commitments already support climate action, and our work is built on long-standing partnerships with governments, peer development banks and UN agencies.
With many partner countries facing rising costs, constrained budgets and growing climate pressures, the need for finance that reaches communities and delivers measurable results has never been more pressing.
Alongside high-level engagements, the OPEC Fund will sign new financing agreements and agree new partnerships with governments, development banks and UN agencies, turning shared commitments into projects on the ground.
COP31 asks the world to move from ambition to implementation. As a South-South partner for 50 years, the OPEC Fund is committed to working with governments and partners to turn dialogue into finance-ready projects that enhance resilience while advancing prosperity.

With a delegation led by President Abdulhamid Alkhalifa, the OPEC Fund will host and co-host more than a dozen sessions with partner governments, peer institutions and UN agencies, built around three themes:
- Making climate finance bankable and mobilizing private capital: Connecting climate, nature and development goals through integrated investments, strong institutions, enabling policies and financing that move countries from commitments to implementation and measurable results.
- Connecting systems for resilience: Linking water, energy, oceans, land, food systems and resilient infrastructure through an integrated investment approach, demonstrating that climate action, biodiversity protection and land restoration can reinforce one another.
- How to speed up rollout in vulnerable countries: Combining finance, concessional resources, project preparation, technical capacity, policy reform and strategic partnerships to ensure that investments are locally led, scalable and responsive to national development priorities, including just, reliable and affordable energy transitions.
