The project consists of the following components:
- Generation: construction of a generating plant of about 24MV, including associated structure, transformers, transmission lines and supervisory control equipment;
 - Interconnection: Construction of 150 km transmission line to the border between Honduras and Nicaragua;
 - Extension to New Areas: Construction of 150 km transmission lines;
 - conclusion of feasibility studies for El Cajon Hydroelectric Project;
 - survey and inventory of the potential hydroelectric and geothermal resources of the two countries; and
 - provision of training for the technical personnel working on the project.
