Strengthening energy access and food security in Chad
The OPEC Fund has signed two new loan agreements with Chad on the sidelines of the 2025 World Bank Annual Meetings in Washington, DC. The agreements were signed by Tahir Hamid Nguilin, Minister of Finance and Budget, and OPEC Fund President Abdulhamid Alkhalifa.
The OPEC Fund is providing US$15 million for the Energy Sector Support Project (PASET 2) and US$16 million for the Rice Farming Development Project in Chari-Logone III. Together, the initiatives will expand access to reliable, affordable energy and strengthen domestic food production in one of Africa’s most climate-vulnerable regions.
“These loans address two of the most critical challenges facing Chad today — energy and food security,” said Dr. Alkhalifa. “They will make a tangible difference in the lives and livelihoods of thousands of people, while supporting the government’s goals of expanding renewable energy and increasing agricultural resilience. This work also aligns closely with our own Climate Action and Food Security Action Plans.”
The new loans build on the OPEC Fund’s long-standing partnership with Chad, which has seen more than US$155 million committed since 1976 across key sectors such as transport, education, agriculture and energy. They signal a renewed drive to advancing inclusive, sustainable and climate-resilient growth in line with the country’s National Development Plan.
