The Government of Cameroon has received financing in the amount of USD 25 million equivalent from the OPEC fund for International Development (hereafter Fund) toward the cost of the Rice Value Chain Development Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be parallel co-financed by the ISDB, BADEA, KUWAIT and Cameroon Government and OPEC Fund will cover the North-West region.

The project has six (6) components and OPEC Fund will cover Component 1, 2 and part of Component 5, which is Project Management Cost.

Component 1 will focus on construction of production/postharvest infrastructure and equipment as well as inputs for increasing rice production and productivity. Activities would include developing 5000ha of paddy field and its irrigation network, acquiring modern farm and post-harvest equipment, and acquiring seeds and complementary technologies through a partnership with the Institute of Agronomic Research for Development (IRAD).

Component 2 aims to enhance the profitability of smallholder farmers and small/medium-scale rice processors by improving their access to markets and capacity to add value to locally produced paddy and processed rice. Activities includes: constructions of rice processing units, setting up of market places and Market Information System, rehabilitation/construction of rural access roads and construction of warehouses.

Procurement of contracts financed by the OPEC Fund will be conducted through the procedures as specified in the OPEC Fund’s Principles for Procurement of Goods, Works and Services (“Principles”) and Procedures for Procurement of Goods, Works, and Non-Consulting Services and Procedures for Procurement of Consulting Services (hereafter collectively called “Procedures”) and is open to all eligible firms and individuals.

Specific procurement notices for contracts subject to international open competitive bidding will be announced, as they become available, in UN Development Business online, on the Fund’s external website and ARMP, Cameroon tribune, RVCDP website

Prequalification/Initial selection of suppliers and contractors will be required for the following contracts: NOT APPLICABLE
