This project will construct a heating plant in a district situated in the Inner Mongolia Autonomous Region, where winters are long and harsh, often reaching temperatures as low as -35 Celsius. The new infrastructure will replace the present use of coal-fired boilers with a more energy-efficient and environmentally-friendly central heating. This will not only decrease coal consumption but also improve air quality. Since more households will be connected to the new system, thus eliminating the use of indoor coal-burning boilers, a reduction of respiratory diseases and improvement of overall general health is anticipated. In addition, a social protection program will provide government subsidies for heating services and waive connection fees for the poor segments of the population.
