This loan helped support the recently established SFD, which was mandated to raise incomes and improve living standards among the poorest segments of Yemen's population. A nationwide project was implemented, composing of three main components: community development (designed to upgrade basic infrastructure and meanwhile provide temporary employment); small- and micro-enterprise development (delivering technical assistance, training and improved access to credit facilities); and capacity building (involving helping local NGOs, community groups and contractors identify and implement sub-projects).
