The project is part of the first phase (1080-86) of Myanmar's program to rehabilitate and improve the country's outports which play an important role in the country's transport sector since they serve areas which are not otherwise linked to the national road network. The project covers improvement of facilities at eight outports: Bassein, Moulmein, Mergui, Tavoy, Akyab, Kyaukpyu, Sandoway, and Kawthaung.
