The project aims at opening up the Western and Southern provinces of Rwanda and increasing trade opportunities with eastern DR Congo. With a population of around 1.9 million people, the project area is one of the most isolated regions in Rwanda. The primarily rural population depends heavily on agriculture for income generation, but socio-economic activity is hindered by the poor condition of the 30 km-long Kitabi - Crête Congo Nil Road, which makes the transport of agricultural goods slow and expensive.

The project will pave the stretch, rehabilitate drainage works and stabilize embankments and slopes. These improvements will halve travel time and ease access to social amenities and marketplaces.
