The grant was to help bring relief to several million people caught in the aftermath of torrential rainstorms which battered the southern belt of DPR of Korea over an extended period in the later summer of 1996. The rain caused extensive damage to thousand villages and destroyed essential infrastructure, such as roads, railways, power supplies, irrigation canals and hospitals. In addition, agricultural fields were flooded, resulting in the total loss of rice and maize crops.
