Among other objectives, CHGA was expected to chart the way forward on HIV/AIDS and governance in Africa, with a particular focus on (a) assessing the implications of sustained human capacity losses (for the maintenance of state structures and economic development) and (b) synthesizing best practices in key development areas with a view to formulating policy recommendations. As charged by Secretary-General Mr. Kofi Annan, the Commissioners serveed as goodwill ambassadors and sought to foster research in a wide range of areas.
