This project aimed to achieve sustained and universal access to improved water sources and WASH services in urban areas of Madagascar and Mozambique. Its specific objective was to enhance access to water services in poor communities across three cities, Antananarivo, Mahajanga and Toliara of Antananarivo in Madagascar and Beira in Mozambique through the following activities: 1. Construction of WASH facilities and infrastructure, 2. Mobilisation of communities through soft activities, including: The project is expected to directly benefit 27,000 people in Madagascar and 20,000 people in Mozambique. The project has had a significant impact on improving health and wellbeing of over 143,000 inhabitants of Antananarivo, Madagascar and Beira, Mozambique that have low access to safe and affordable water and sanitation services. This project has achieved its overarching development objective of making a substantial contribution towards access to clean WASH facilities for the target LICs, contributing to a decrease in hygiene-related diseases; supporting a reduction in water losses for improved service delivery; and engaging in several hygiene promotion and awareness campaigns in the cities of Antananarivo and Beira. All target project outcomes have been achieved and nearly all the targeted number of beneficiaries have been reached: 143,124 people in total. Actual Project Outputs: - Construction of 42 water kiosks in Antananarivo - 23 km extension of water network in Beira - In Antananarivo, support provided to the JIRAMA’s NRW department, the DPRO, in data collection and analysis, leak detection and repairs and a commercial audit resulting in 12,658 leaks repaired and an estimated 673,571 m3 of water saved. - Improved water services through the promotion of household connections by CBOs in Beira: 10,141 people reached before the cyclone (expecting to reach 44,280 by end 2019). - Improved water services through the development of partial payment modality in Beira: Development of an IT platform; software development; testing with mobile payment devices; training for CBOs to carry out partial payments in low-income customer areas. - Review carried out of sales monitoring tools and sanitation marketing approaches; training of Toilet Sales Agents in door-to-door sanitation marketing and toilet sales. - Sale of 686 toilets by Toilet Sales Agents and CBOs in Antananarivo. In both Madagascar and Mozambique, this project formed part of WSUP’s wider programme of work. This support allowed to build strong long-term relationships with our partners in-country and multiply the effects of OFID’s financial support. Following significant influencing from WSUP, FIPAG has approved the method of partial payments, which supports low-income customers to pay their water bills. This is an indicator of an institutional commitment in favour of low-income communities. The project has had a significant influence in increasing the institutional commitment to serving the areas where the most disadvantaged live, as well as increasing investments to provide better service in these areas. WSUP’s work investing in CBO capacity over the long term has proved to be impactful beyond the scope of this project. In Beira, even before the formal emergency response began following the cyclone, our CBO partners were already mobilising people to work together to clear up and start rebuilding.
