The project's primary objective was to provide an electric extension of the Bushrod Power Station located on Bushrod Island, about eight km north of Monrovia. The project included the following components:
- extension of the Bushrod Power Station;
- intallation of service connections and interior wiring for urban poor households in Monrovia; (c) provision of maintenance vehicles and tools;
- staff training facilities and instructors;
- employment of a management support team;
- frequency conversion study; and
- study of transmission to supply the Gbarnga rural area in North Central Liberia.
