To support rural households in obtaining access to enhanced socio-economic services and income generation activities. The project is expected to benefit over two million people. Components of the project will include:

• outreach and monitoring, with the aim to to inform and educate targeted groups on the availability of resources and how they might be accessed. This will be carried out at community, local and national levels.
• preparation of sub-projects identified through a local level participatory process. Potential sub-projects at the community level include, among others:
• animal husbandry
• rehabilitation of roads and irrigation schemes
• supply of potable water
• fish farming
• construction of girls' hostels and teacher's houses
• drilling of boreholes and wells
