The project is aimed at helping overcome the most important constraints to highway development in the country: deteriorating road surfaces, overloading from heavy vehicles, and crucial shortage of manpower at all levels of the HA. Its focuses on institution building of the HA, highway maintenance and the consolidation and rational development of the highway sector.
