The project will carry out the following activities:
- upgrading of technical education and skills development (TESD) centers
- procurement of computers and modern instructional materials
- establishment of scholarships for women, the poor, the handicapped and ethnic minorities in rural areas
- creation of credit services that will provide low cost loans to needy students on a revolving basis.
