The grant was allocated to IDLI for the purpose of financing scholarships for lawyers from developing countries specializing in external financing for development, to attend the training program of IDLI in 1983/84. Twenty lawyers participated, of which eight attended seminars on negotiating a petroleum exploration and development agreement, and on international equipment leasing. A further 12 lawyers attended a 12-week development lawyers' course.
