The project consists of the following major components:
- strengthening of the road reconstruction and maintenance unit based in the Abyan Governorate to enable it to carry out reconstruction of roads in the Abyan and Aden Governorates;
- reconstruction of damaged road sections and bridges, totalling about 40 km in the Abyan Governorate;
- reconstruction of a road section (about 1,300 meters) at the Al-Hiswa crossing on the Aden-Little Aden road;
- carrying out of flood protection works near the international airport in the Aden Governorate;
- technical assistance to strengthen the capacity of the Ministry of Construction's Highway Authority for project supervision and monitoring; and
- conducting of a transport sector study.
