The project represents part of an overall program for road maintenance and rehabilitation prepared by Dominica's Ministry of Communications, Works and Tourism (MCWT) for 1982-1985. The project comprises:
- rehabilitation of three road sections;
- pavement, patching and drainage restoration of over 320 km of main roads;
- procurement of approximately 22 units of road maintenance equipment, vehicles and spare parts; and
- improvement and reorganization of MCWT's central workshops and store.
