The Cooperation Framework Agreement (CFA) between IFAD and the OPEC Fund was signed on June 25, 2024, establishing the general framework for cooperation between the two institutions in relation to co-financing activities. Subsequently, the project-specific Co-financing Agreement (Cost Sharing Agreement) for PROGRESAR Rural / Rural Adelante 2.0 in El Salvador was signed on August 5, 2026. The purpose of the agreement is to establish the specific arrangements for the joint co-financing and implementation of the project under the broader framework provided by the CFA. In particular, it establishes that IFAD and the OPEC Fund will jointly finance expenditures under Components 1, 2 and 3, with 35.82% financed by IFAD and 34.33% by the OPEC Fund. IFAD will also carry out implementation support activities and administer the OPEC Fund loan in accordance with the Framework Agreement.
