The project aims at raising farm productivity and alleviating poverty by increasing the income of small, private farmers and creating employment opportunities for farm labour. It also aims at insuring sustainability of irrigation and drainage investments through farmer participation in operation and maintenance, efficient system management and adequate cost recovery. Its components are as follows:
- rehabilitation of irrigation and drainage schemes in seven coastal districts with high agro-potential;
- institutional development and capacity building, covering the provision of equipment, technical assistance and training for system operation and maintenance, and establishment of Water Users Associations (WUAs) for on-farm water management program; and
- upgrading of the institutional capacity of the Ministry of Agriculture and Food.
