The college, part of the An-Najah National University, was constructed in two phases. The total cost of Phase I of the project was $6.9 million. The project was cofinanced by the Scientific Foundation of Hisham Hijjawi, Arab Fund, the Welfare Association, the Government of Japan and through donations from individuals. The An-Najah University provided the land for the college.
