The total cost of the project was estimated at US$16.6 million. It was appraised by the OPEC Fund and a grant of US$1.0 million was approved. The grant amount was to be used to purchase vehicles, fund a training program, and carry out an electric power study for the project. Other cofinanciers were the World Bank, UNDP, the African Development Bank and the Governments of Djibouti and Italy.
