The proposed TA grant will finance a Technical Consultant to conduct an independent appraisal of the QEH Upgrade Project (no. 17210) and assess its technical, financial, economic, and institutional viability, in support of the OPEC Fund Project appraisal. It will cover technical due diligence, validation of Project costs and implementation arrangements, conducting an economic analysis, preparation of the Project Appraisal Report and annexes, and identification of key risks and mitigation measures as well as monitoring arrangements.
