The main objectives of the project are: to increase the capacity of the circular and suburban railway and enhance the capacity utilization of the available rolling stock, to improve railway passenger services, to contribute to rehabilitation of existing infrastructure and to improve efficiency of urban railway services and to initiate a program of policy and technical improvement for a moderate sector expansion.
