The project consists of the following:
- establishment/upgrading of thirteen pilot provincial technical institutes of agriculture; four pilot regional agricultural colleges; three agricultural universities; the National Agricultural University and 11 farmer training centers;
- provision of instructional equipment and materials;
- consultancy and supervisory services; and
- provision of fellowships for staff development, scholarships and research funds.
