After successfully financing an earlier phase of its Rice Farming Development Project in the Chari-Logone plain with the Arab Bank for Economic Development in Africa (BADEA), the government is now looking to finance a new phase – the Rice Farming Development Project in Chari-Logone III (PDRI-CL3). 2. The OPEC Fund and BADEA are planning to co-finance the PDRI-CL3, each providing US$15 million in loans. 3. The proposed TA grant is intended to enhance project quality at entry and ensure a high level of implementation readiness of the PDRI-CL3 to be financed by the OPEC Fund jointly with BADEA, including compliance with the Fund’s Environmental and Social safeguards and other operational requirements. 17. The activities to be undertaken include: (i) Review of the Project design and implementation plan including ensuring all needed studies are updated and that the various activities and components are adequate, (ii) Assessment the Project’s environmental and social risks and review/update any relevant studies as well as the Project’s Results Framework as needed, (iii) Reflect in the Project design lessons learned to mitigate against expected issues, risks and challenges, (iv) Review the relevant costs of the Project components and activities, financial plan, and Project timeline and expected disbursement schedule, (v) Verify the data and conduct the financial and economic analysis of the Project to reach the Project financial and economic IRR, (vi) Collect information needed to finalize the Project’s Evaluation including the organization and management of the agricultural sector and its subsectors, as well as the institutional framework including the executing agency and the Project management unit (experience, number of staff, etc.), etc, (vii) Develop a procurement plan for goods and services and review bidding documents as well as agree with the public authorities and BADEA on implementation, (viii) Discuss with the public authorities and key persons in the government of Chad as well as the implementing agency and BADEA in order to ensure the common understanding and implementation plan of the Project activities, and (ix) Participate and support the Fund during its portoflio review meetings for the projects co-financed with BADEA in the country.
